Keynote and Plenary Speakers Keynote Speaker: Dr. David J. Shulkin, M.D. was nominated by President Barack Obama and sworn in as VA’s Under Secretary for Health on July 6, 2015. Dr. David Shulkin Plenary Speaker: Dr. Rory Cooper, Ph.D. earned B.S. and M.Eng degrees in electrical engineering from California Polytechnic State University, San Luis Obispo. Koontz, PhD, RET is the Associate Director for Research at the Human Engineering Research Laboratories, VA Pittsburgh HealthCare System and an Associate Professor at the University of Pittsburgh.
